Confirmed on the Fable page: Enterprise Frontier Safeguards store data in customer-controlled cloud infra; phased fall rollout. Eligible customers can use Fable 5.1 with zero data retention until then.

• Anthropic describes Enterprise Frontier Safeguards (EFS) as giving “complete privacy” akin to zero data retention while still supporting adversarial-use prevention, by storing data in cloud infrastructure controlled by the customer.
• EFS is slated to roll out in phases beginning later in the fall across Claude Code, Claude Enterprise, the Claude Platform, Bedrock, Google’s Agent Platform, and Microsoft Foundry; until then, eligible customers can use Fable 5.1 with zero data retention.

Why it mattersEnterprises have been asking for ZDR and still needing abuse controls — EFS is Anthropic’s named answer.
